NORTH YORKSHIRE COUNCIL

Since the Chairman’s last statement to Council on 19 July 2023, the Corporate and Partnership Overview and Scrutiny Committee has met once on 11 September 2023, when the following items were considered:
· Notice of Motion on the proposed ban of trail hunting on council owned land – feedback on this item is shown elsewhere on the Council Agenda
· Bi-annual Update on Community Safety Plan Delivery & Partnership Working
· Youth Justice Performance Update
· Bi-annual update on work of the Stronger Communities team and progress update on the corporate volunteering project
· Update on the Operation of the Parish Portal and Parish Council engagement
At the committee meeting on 11 September 2023, members raised the following issues:
· The need for improvement engagement between Councillors and the Community Safety Partnership
· The ongoing issues with the 101 system of reporting
· The increase in sexual orientation related hate crimes and a recent spike in male domestic abuse victims
· The perceived lack of visibility of policing out of the Malton Safety Hub and the inequality in response times in harder to reach areas of the County
· the levels of multi-generational social exclusion in certain areas of the County and the cycle of multiple deprivation that led young people into anti-social behaviour and other crimes
· Third party organisations and the new Community Partnerships struggling with volunteer numbers post covid
· The need for training on use of the Members’ Dashboard, and the potential for an upgrade to the Member’s tool to make it fit for purpose
The Committee’s Foodbanks Scrutiny Review is also continuing. The Task Group recently attended a HSF Food Support Grants briefing session for providers and will feedback their findings from the session when they meet again in November 2023.
The next meeting of the Committee is on 4 December 2023. The Committee is expecting the attendance of the Chief Fire Officer, and the following items of business are also scheduled;
· Bi-annual Property Services Performance Update
· Progress update on implementation of Council Plan Priorities
· Overview of progress with achieving the Council’s new Equality and Diversity objectives
· Update on the Operation of the Customer Portal
· Annual overview of the National Resilience Standards and NYC’s current performance, together with an overview of ongoing Resilience and Emergencies work
The work of the committee will continue to evolve as scrutiny of aspects of the work of the former district and boroughs councils is taken on as well as scrutiny of some of the changes associated with the creation of the new North Yorkshire Council.
